Yes, same here. Been trying to buy for 20 minutes and have over $90 in my account yet it says "Sorry, we can’t complete your purchase at this time"
Was eager, and still am, to purchase. Though it seems I'm not the only one with this problem.

I've used two browsers, Chrome and Edge. I've done it in incognito mode and it still didn't work. My account should be fine as I just used it to purchase CSGO on steam less than half an hour ago.

Maybe transfer the money to an other paypal account and buy it from that account

I know why now. It's because the Vanilla Visa gift cards can't buy stuff from outside the country. No matter. I'll get my friend to buy it for me.
