I got VAC'd on my old account due to a different cheat, got a new account, bought iNIURIA, same PC.
Is it safe for me to use iNIURIA here? Should I reset anything, like my IP?

Just uninstall cs go and then delete entire cs go folder, download install use and you are good.
Alright, I'll save my autoexec somewhere else and do what you said. Thanks!
Make sure you're using a new account on a new email with a new phone number.
Don't use any info from old account on new, or you'll risk low trust.
VAC ban wont transfer to new acc but trust *could* be affected.
its not so easy. you also have to clear the registry, using a new ip, clear you steam connections from all other accounts or steam will recognize your new account aswell and link it to the red trust , vac one. and you will get red trust on the new.Just uninstall cs go and then delete entire cs go folder, download install use and you are good.
Yes, valve does not HWID ban so, no issue.
Just do NOT use same phone number that you used with the Vac'ed account! Get a new number. (Just if you didnt knew, sharing a phone number with another account will make your ban in one of those transfer\duplicate to the other account)

You don't have to delete (regedit, csgo, steam, userdata, whatever) Steam or VAC doesn't send any of this data.
The Steam client creates a HWID (MachineGuid, MAC, and disk series) when you log in, and VAC reads the volume ID and router Mac, but Valve does not perform HWID bans.
I cant underline that. Because whenen I didnt changed the IP or Userfolder, Registry etc and i was logged into a red account and then logged into a green account the green account become instantly red. Whenever I changed the IP, cleaned everyting etc. before, it was fine. Same IP, same MAC, same DISK, same Game.
What do you think happens when you change the Userdata ids to Pro player ids?
