Unable to pay using paypal

I am having trouble to pay using PayPal it says " Your card was declined by the issuing bank. Try a different card or contact your card issuer with questions." but my Paypal have enough money to purchase.
I would like to communicate to customer support, but I don't know how so I posted here. Is it possible to pay using "PayPal request" if yes please I need some assistance to any admins.
