Q: How many times can I do it?
A: As many as you want. However, if your HWID changes multiple times a day due to the fact that you're using a shit HWID Spoofer, mods might just ignore your request.

*I suggest Windows 10 as it's more stable than 11

A: It may or may not. In theory it should.
Q: What about a Cloud PC?
A: It should work without any issues.
